ENCODE Conflict of Interest - Personalis, Genapsys, Illumina?

In a mid-2013 presentation to NHGRI, ENCODE leader Michael Snyder declared con?icts with Personalis, Genapsys and Illumina.

Yet, in the latest PNAS paper, the authors declare no conflict of interest.

That is puzzling, to say the least. What changed?
